Hillary first trotted it out as a legislative effort in 1992. Romney did not become Governor until 2003. Thankfully it was exposed when Hillary brought it to light and went on life support until Romney revived it on a state level when the effects of laws passed to stave off Hillary-care on a national level. It gave rise to the ever increasing problems of government regulatory intrusion into the doctor-patient relationship. All driven by the insurance lobby.
As usual, they broke it and claimed to be the only ones big enough to fix it. I think I saw a factoid once a few years ago that almost half of the people employed in the healthcare sector did nothing but manage government regulated paperwork.
Sorry, but Hillary trotted out a single payer system and was roundly beaten. Mittens went moderate with Romney care in Mass. during the media driven hysteria for reform. Obama took Romneycare Federal. The Heritage Foundation invented the nasty idea.
