You can't just "blow documents up" and see what's written on them. That's TV and Hollywood crap that has minimal basis in reality.
If the photo was high enough resolution, it is conceivable you could just zoom in. The photo is not high res enough. I did a quick zoom in and it got very grainy very fast. No surprise, the photo was posted on a web page...you would not post an ultra high res photo on a web page because of the amount of bandwidth it would consume being downloaded to every visitor's computer.
It's kind of like physics: you can't get something from nothing. The camera took a high enough res photo for us to see that there is writing on the page, but there is insufficient res to read the writing. Since the camera didn't record the content of the text, due to having insufficient resolution, we can't pull the content of the text. In other words, you can't pull information from the photo that the camera didn't actually record to begin with.
