Colleges don’t cut players.
They do, but not in the same way.
They officially and unofficially redshirt, delay, etc.
Additionally, they don’t have the manpower team size limit that NFL teams do.
That said, pre-season is a joke.
Yes they do. They’re called the practice squad or red shirt.
