The 1040 is *submitted* to the IRS as part of the filing. Once you send it in, you don’t get it back. So what, exactly, were these forms? They’re not actual filed returns, because they would be in IRS hands.
We never deal with the government without keeping copy of any transaction. Perhaps these “found” forms are the copies they kept until they received their benefits, and then were able to dispose of.
