I’ve never seen CB used by any emergency service. They use their cell phones as secondary comms and in an extended power outage when towers go down, they use the Ham emergency services known as ARES.

I have a "Uniden (BearCat-like scanner) BC355N Scanner" which gives me air plane, fire, police, weather, and CB channels, all in one scanner package.
The range for the scanner is about 20 miles, without relays.
Many fire and police departments are going into multi-bands and encryption channels which require a more expensive scanner, and code access , as they modrnize.
The typical CB radio range is around 30 miles, depending on the type and height of the antenna and output power;
trucker nation is on channel #18, if I recall properly.
There is a restriction on how powerful CB's can be, if I recall properly.
