It may be information pointing to individuals who might be responsible for the creation of the document, or information that would be only known by such persons.
They would not want to jeopardize the ability to prosecute individuals by releasing that information to the public.
What is needed is a federal investigation by the FBI and a US Attorney. We need a grand jury and the ability to issue subpoenas and warrants to people in the Hawaiian DOH who have custody of the underlying document and to others who participated in the creation of this document and its presentation to the public.
A real investigation conducted honestly by the federal government would have resolved all this years ago.
Maybe he wants to wait until he is 100 in fifteen years to reveal all!
