The outage appears to be worldwide.
It's not just you: Steam is down. As far as we can tell, it's down worldwide (a contact in Germany confirmed that it's down there), both the store and services, meaning that some of your single-player games won't work unless you go into offline mode. (I just tried to fire up Fallout 4 and it's a no-go; Escape Goat 2, on other hand, works fine, albeit without access to cloud saves.)
We don't know what's going on at this point, but I've emailed Valve for more information and will update when the situation changes. Hopefully, we'll be able to dive back into the Steam Winter Sale soon.

I’ve been meaning to try Steam for over a year now, I used to enjoy games when I was, oh, ten or so. Then suddenly it was all city building, violence or hidden objects. I like stories and quests. The only ones left were from Her Interactive and now they’re almost kaput, for reasons no one can explain. :(
Any good mysteries or quests on Steam?
Awe. Poor poodles.
We know why. The Christmas sale. This happens every single year. The servers can never handle the load. I like Steam, good game selection and good prices, but it’s pretty pathetic how they run into this problem like clockwork.
D’oh. I was going to take another run at that mind-bogglingly frustrating race in Mad Max when I got home from work... oh well, I guess it will be my traditional viewing of “It’s A Wonderful Life” instead.

some people use games to communicate, instead of email.
Maybe somebody was going to use it that way (terrorist, pizzagate, Wikileaks, Assange, ???) and therefore a government decided to shut it down for the necessary period of time?
