The National Symphony was practicing along the canal and needed protection from their critics?

Just someone from the violin section preparing for Gustav Holst - The Planets...(Mars section)...or maybe the Tchaikovsky - 1812 Overture.

....with the possible exception that they had a compelling reason to deliberately feed such a story out....

The compelling reason for publicity would be to cause the attack teams to abort their missions. That is what usually happens when pre-attack indicators get spotted. It is easier than finding safe houses and much easier than fending off an attack-in-progress.

If they actually found a safe house or an attack team heading for assembly, security forces would prefer to roll them up quietly without any publicity at all. Things might sometimes work out that way.

“Inauguration day is fast approaching.”

Well, not that fast that one would hide something in a trash can thinking that it would still be there in two weeks would be a good idea.

Unless of course Trump has already got the message out that there is a new sheriff in town, and all the thugs are dumping their illegal weapons ahead of time.

Or some really dumb democrats fearing that Trump will be coming after THEIR guns now.

“Wait - you mean you are just pretending when you said you ‘accidently’ threw your guns out with the trash?”

Were the guns in a violin case, or a fiddle case?

“Many plans are made. Most are never executed. “

This MO is a little like what police found when Trump came to speak at Western Conservative Summit in Denver. Bricks to use as weapons were being stashed in dumpsters all over downtown, presumably to be used against all those conservatives conveniently in one spot. The dumpsters were marked.

Police decoded the marks, located all of them, and made it impossible for the bad guys to use the bricks.

Will it be routine to check to determine whether any of these guns were used in D.C. murders, such as the still mysterious murder of Seth Rich in D.C. in July 2016?

They needed an explanation for why they closed the road. Canal Road in that stretch has no sidewalks or shoulders.

I am wondering where this woman who supposedly saw the violin case was walking as the primary walking trail there is the towpath which is across the canal from the road and several feet lower.

These trash cans may not be part of the regular collection route, but instead may have been acquired by the same folks who planted the weapons and ammunition in order to provide waterproof storage ... in which case they would never be emptied by garbage men.

I agree with your assumption. How do you get weapons past perimeter security on Inauguration Day? By having them already stashed inside the perimeter.

On 9/11, those box cutters were not smuggled in by the hijackers. Box cutters were found on grounded planes which had not been boarded — indicating that they were stashed there ahead of time by people on the airline maintenance staff.

“Pails and garbage bags” may not even refer to trash cans. Could just be guns wrapped in bags and 1 to 5 gallon plastic buckets for ammunition.

I would be extremely surprised if the weapon that killed Rich is anything other than permanently disappeared. HUGE liability to have around, easy enough to get rid of, easily replaced if needed.

The Seth Rich was a hit by a professional who would never be so sloppy.
