It’s not nearly on the same scale, but within a year or so after 9/11 and the DC sniper attacks, I found 4 cell phones in a gutter. IIRC, they were sealed in a baggie. They were 4 different brands, none of which were common. I called the cops just in case it could be terrorist-related (or drug-related, or gang-related, or whatever). I never found out what happened to them or whether they were linked to any crime.
I found them while I was on a walk. So yes, walkers do notice things. If this were connected to any terrorist, gangs, or drug dealers, I would definitely NOT want my name broadcast to them.
