Why is torture and kidnapped in quotes ?

I’m guessing it’s legal syntax for the inevitable, but pending conviction.

Originally the charge of “kidnapping” was not brought until all the evidence, esp. the video, was reviewed. One of the perps, the sneering Cooper I believe, called the kid’s mother and “reportedly” (according to the police) demanded $300 for the return of her son.
That act, in and of itself, would turn a “false imprisonment” act into kidnapping, with all the sentencing goodies it has. This bastard could get anywhere from 10 years to 25 or more just on the kidnapping alone.
Other charges both issued and possible include aggravated assault, assault with a weapon, assault with intent to main, false imprisonment for the early hours, conspiracy to kidnap (for all of them), “accessories” to all of the above, and the good old Holder/Obama/Lynch anti-white charge of a “hate crime”.
Well the worm has turned and now it is a bunch of black thugs and psychos who are facing the additional, pile-on charge of committing a hate crime, and oh horrors, against a defenseless, disabled white kid.
The Black Left is pissing all over themselves on this one with a few honest black leftists/liberals either honestly condemning this act because IT WAS WRONG, or in order to cover their leftist, anti-white asses. I hope the real black liberals are sincere in their condemnations.
And there is no bail for these bastards. However, you never know whether NYU, Columbia, Harvard, Rutgers, UCLA or Un. of Chicago will give them scholars so that they can turn their lives around.
