In the case of McCain, I think the GOP needs to draw the line...bring an ethics panel in...and just let McCain know he can retire, or the party will dismiss him (he can be an independent or Democrat)...but he needs to have his continual overseas travel business to end one way or another.

He already is a covert democrat and that’s not an exaggeration.
He went to AZ to take Goldwater’s seat after he dumped his wife and married the rich girl with the mob-related family.
The AZ political machine draws from both republicans and democrats to keep him in power. That machine knows the state republican rank and file want McCain gone, so the machine gives McCain all the money he requires (to the tune of tens of millions) and further arranges democrat crossovers to knock out primary opponents and cinch the primary victory for McCain. Then the red state voters have nowhere to go, they either vote McCain or stay home.
Meanwhile, McCain fancies himself as entitled. If Goldwater had been a democrat, you can take it to the bank, McCain would have been one too, overtly. As it is, he’s 100% Uniparty, playing all sides against the truth.
McCain needs to be censured and removed from his leadership positions...however I do not believe the Senate GOP its current configuration has the courage to do so.
Until the voters stop rewarding such treachery, it will continue. One remedy would be to send home GOP Senators who oppose Trump, even if it means their replacement is a Dem.
In any event, change will likely have to come from the outside
