Yes, on older lower end gas ranges with only one burner, the lower compartment was for broiling. Can’t tell you how many times people lit stuff on fire thinking it was a storage area.
Oh no! I kind of liked that little broiler. I had the opposite issue. Every oven after that, I thought was for broiling and wasn’t comfortable using it for storage. It took me many years to finally feel confident about using the drawer for storage.
