The charges are distributed to a whole lot of people. When I tip, it's only the person who cleans my room and the waiter at dinner. They're the people with whom I have direct contact. The rest of the people tipped? It's deceptive, just a way to keep the cost of cruises down by not paying staff adequately.

I'd rather they add that amount of money to the cost, give it to staff as salary, and let the tip actually be an addition to salary.

So many people render service to passengers that the pooled tips are sensible and fair. If one cannot afford the recommended tips, one should either work on the cruise or not go cruising. It is a sin to deprive a worker of his wages, and these tips are part of these low income workers’ wages. If they don’t perform, give them constructive feedback so they can improve their performance. Treat them as we want to be treated.
