She did not technically “recuse,” she “deferred” to Comey’s decision, IIRC. It was all a charade, as I thought it was just for show, and she could have ignored his recommendation in the end anyway.
AG Lynch did not recuse herself. She issued a weasel statement that said she expected to “accept” the results of Comey’s work. It in no way obligated her to follow Comey’s lead in any particular direction — she could “accept” a report from him and still do whatever she wanted. Recusal? No.

She said she would take the opinion of the career prosecutors that worked for her on whatever Comey produced. They would know what their boss wanted. Moreover, Comey took it upon himself to analyze his own report, getting her off the hook, as she just accepted his public recommendations.
