I would imagine that Trump, coming from the business world, gets frustrated having to deal with the all talk, no action career politicians just to get anything done. Like I told my boss once, after yet another long meeting with our managers when we were trying to implement some new agendas, that if those managers were in charge of the Lewis and Clark expedition we would be speaking French now.
One logistical thing to consider is this — it takes an army of lawyers to muck through progressive healthcare legislation. Trump was denied a proper legal team in the DOJ until Sessions was sworn in, and even then it was riddled with Obama-ites.
