Not to be crude, but the 10 year appointment is a MAXIMUM time he may serve. It is not a “term” per se. He can be fired like any other political appointee for any reason, or even none at all. He has zero job protection.
It was put in to prevent another J Edgar Hoover.

Yes. Besides it would be ridiculous for an undrling to have a term longer than his boss, or that the bos could not either fire for cause or ask for their resignation.
