Like others here, I closed my BOA account long ago.
I would suggest threatening them with closing your account unless they refund your money. Then, whether they give you your money or not, close the account within the next two months. Use that time to find a good local bank to move to, and check references with friends so you know it’s a good one.
After a few mechanical run-ins I swore of ATMs twenty years ago.

BofA is the bank to use in the time from when you don’t know the first thing about banks to the time when you’ve finally had it with being bent over.
I got away from Bank of Amexica when they became one of the first banks to facilitate accounts for illegal aliens.
I don’t use ATM machines if possible. I go in and ask the teller to act as an ATM and give me some of my money. They are pleased to talk to people one on one. I use checks and cash as much as possible for the majority of my transactions.
Never make deposits via ATM. Especially not if the check is complicated. Go to the branch, get it worked out.

i wonder if i can take the copy of the check and cash it at another bank, since i checked my b of a deposit the amount was debited after being credited.
i wonder what actually happened to the actual money if b of a presented the check to the state but credited and then debited the money.

I never use ATMs. Use a mobile device to take a picture of it. That’s all you need, and can hang on to the check if something goes wrong.
Never use the robots. Always go in a deal with a human face to face. Check your recipe and count your money before you leave the window. It’s called old school because it works.
Stop dealing with the Bank of Italy
I would recommend going to a B of A branch, change your account to a regular account and ask them to fix the problem.
Having a regular account could still be free if you keep some minimum amount in the account, or have a paycheck or such deposited regularly electronically.

Your first mistake was having an account at that awful bank.
This is not new. For decades tax return checks written to both husband and wife have had to go into a joint account.

BoA just paid millions in fines for slamming people. Why do you bank there?
I had a similar situation with our bank here in Mayberry. Wife went to deposit refund check I had endorsed into her account. Inquisition starts. I said, that’s all fine, but I am standing here telling you I know about the check and I approve of depositing it into her account. End of problem, but they explained that the government forces them to be extremely cautious about depositing joint federal checks in anything other than a jointly held account.
99% chance they will clear your deposit through quickly, blame the gov’t, and KYA if you do the following:
1) Easiest: take your paperwork and your wife with you to the bank and make the same statement I made.
2) If your wife can’t attend, have her give you a signed letter that says she has seen US Treasury check #_____, dated ____ in the amount of ____ (copy attached); has endorsed it over to you; and, desires that it be deposited in your BOA account # ____ without further delay. Include her contact data, and invite them to contact her immediately if any questions or further requirements.
Attach a copy of whatever they sent you about debiting your account, including the copy of your check. Keep copies of everything.
Approach one of the business types most banks have rather than waste time with a teller. Be nice — you are frustrated, and need their help getting a deposit completed. Tell your story concisely, while presenting the letter.
