Sounds to me as if there are no longer any black neighborhoods on the peninsula outside the projects. They’ve been priced out.

And they all probably don't pay the fare.
Who's gonna force them? The driver?
Don't think so.

I grew up in SF and feel guilty about no longer being willing to visit.

25% of every dollar you pay in gas tax is used to subsidize things like public transportation and bike paths.

Thanks to your generosity, the youth of America are able to travel outside of their own neighborhoods. You can be proud that your tax money is bringing much needed diversity to this mall.

No, but it's only three BART stops from the 'hood. The system has been a very efficient "thug funnel" to downtown for quite a while, now.
