A collective mark can be registered with WIPO. That is outside of the control of the EU.

That’s the UN, though. The EU was modeled after that and per treaty respects the principles of its charterwhich in turn was patterned after the 1936 USSR constitution.
Also, while it’s not on EU soil, it’s on European soil, in Switzerland, which although is not a member of the EU is still greatly influenced by it via “bilateral agreements”.
