The picture was probably taken with a digital camera with a “rolling shutter”. So the top of the screen is older than the bottom.

Either parallax error or a slight delay in the video processing computer that feeds the “mirror image” monitor.

They are real cameras taking pix of the actual horses and the mirror right behind. They need to either check the camera or the mirror position.

This is all very interesting. I don't know how a digital photofinish camera works, but back in the film days, the film moved at about the speed of the horses being exposed to a very narrow slit at the finish line. So the picture was actually an image with time along the horizontal axis; to the right earlier, and to the left later. This is why horses legs are frequently distorted in these photos.
I would assume that if digital cameras didn't work, that the racing folks could just stick with film, so I suspect that something else is in play here. (My guess is that the mirror was not perpendicular to the line of sight of the camera.)

Am I the only one who can see the differences in the positions of the horses and riders between the two images?
In the mirror image, the winning horse’s neck is stretched out more. The rider’s position has shifted. His butt is lower, his head is higher, and his elbows are bent less.
Look at the knees and elbows on the rider in the middle. In one, his knees are bent more, and in the other his elbows are bent more.
Look at the position of the rider in the rear. In one, his back is almost perfectly horizontal. In the other, his shoulders and head are much higher than his butt.
I’m telling you, there is a time difference between the two images. It’s not just a different angle.
