"Just a guy" doesn't have a full-auto rifle capable of firing 720 rounds a minute -- and multiple magazines holding 100-120 rounds -- and a "girlfriend" who can rent him a room in a casino -- right over a crowded concert.

If he had a class III license for that (rather rare) full-auto weapon, the ATF already knew who he was.

High probability: some organization or sugar daddy equipped him and set him on this horrendous "mission"...
