I have a trach scar I received from a little incident in the A Shaw in 71 and it looks nothing like that, that’s a 13 and looks like a prison tat. In the early years the Aryan Brotherhood were commonly tattooed with the number 13. Aryan Circle, first letter A, third letter C. Reason I suspect he’s an ex felon.
