What a load of horse $hit! Blacks need to start looking to themselves for “guidance.” The government, and the rest of us for that matter, are not their “guardians!” Tyrone is a moron, who has probably lived off of society for all of his 70 years.
Like you, I was really put off by Tyrone’s comment at first. Then I reread it and it’s possible he’s lamenting the breakdown of the family and the loss of church leadership in people’s lives. Govt “leadership” IS possible to the extent the Pres uses the bully pulpit to exhort people to be good citizens (as Trump is doing, IMO), not just send more free stuff to the spoiled entitled underclass.
But it could be as you interpret it — he wants govt to control more of their lives.

So you discount his statement that “they are not getting it at home”? It sounds to me that Mr. Kenney gets it...
In their youth, and even sometimes beyond, ALL people need guidance from home, from school, and sometimes more. And, MOST people need good leadership. That is not the same thing as “guardians” — a word you put in Tyrone’s mouth. He ((Tyrone) may be as you say, but he also may not be, and well stated or not, he does understand that black society (and I would add even much of white society, etc.) has broken down.
Considering that ol’ Tyrone is 70 yrs. of age, and speaks about “a period of time”... Trump has not been in power for long, and he certainly is not the entire government. Just think of the scandal after scandal, especially in the state and local governments Tyrone would most likely be familiar with...
But if you want to narrow it down to one government leader whom Tyrone might have hoped his people could look up to in a recent “period of time”, well, now who would THAT be?
