Reading further down in the report - it states he “maintained a security clearance up to the level of Confidential”. Stop right there. I don’t know what was going on in ‘57 as it was before my time, but there is no way he could do the jobs ostensibly assigned to him according to the memo and have less than Top Secret Codeword. Confidential would not be high enough to even get on the base unless escorted by MPs.

It goes (for those that don’t know): Confidential (lowest), Secret, Top Secret; at that point clearances branch depending on the task, but Oswald’s next level would be Top Secret Codeword.

Oswald became a marine in ‘56, was courts-martialed twice in ‘58, and left the service in ‘59. If he was sent to linguist school by Office of Naval Intelligence, he had to have ALREADY been cleared for the assignments to come. I think the report uses some ‘code’ for what he was doing like “aerial reconnaissance of mainland China”. A clarence level of Confidential just does not fit.

That being his history, why would the CIA pick up this loser?

Or perhaps that was used as a cover on why he left the Marines when in reality he was going into the CIA.
