The NORKs benefit via the posturing & threats by being acknowledged by the world community as a “Great Power” & they get the practical benefit of extorting food & obtaining necessary goods for regime maintenance.
China before primarily by this continuing that is - “the state quo” , also it keeps South Korea & Japan focused on Norkland. China gets so much benefit from this it’s difficult to see how they allow the NORKs to go to war on the own. An war scenario is a lose for all but not an equal lose for all.
