Even the folks who established the FBI didn't contemplate the need for a national police force. Objectors stressed that policing was a State function, but this agency would just be investigating.

And note that the FBI is just one of many Federal Police Forces. ATF, Secret Service, ICE; and even the Post office has its own police force.
