Its because in SanFran the police are so leftist and so intimidated, and the laws are so lax, that even major companies open their doors and employees can step out onto excrement and bums, many of the bums awake from last night and having a raving bum-fight (my big fear when Im there is being caught up in the middle of one!) in the formerly most secure parts of town.
A robocop is meant to deter, not get into any personal hassles, have no liability - and clear the bums out. And if the ASPCA is going for it ...
