The bathroom seems to be in a hospital or nursing home. Maybe the roll we can see is intended for nose-blowing, and there’s another roll, that we can’t see, near the toilet.

Maybe. Not long ago staying at a hotel in Maryland the roll placement was not around a wall corner like the pic, but far enough to be ridiculous.
The obvious and only solution was to gather up a good six foot of paper and extend it over to the stool location by hanging it on the handle. The maid had no patience or part in it, but I'm pretty sure she didn't understand english.
