“Seeding” seems very unlikely, unless all of Earth biology was also seeded. Humans are just too similar, too compatible with all other Earthly life, down to the “machine code” of genetics. AFAIK on this level there is no Earthly life at all that is truly alien.

they certainly wouldn't give a flying rip about our petty nuclear plants or other classic technologiesQuite the contrary, the technology of a very old advanced civilization would eventually calcify once all avenues of research have been fully explored. One valid option at that point would be to seed a new civilization then watch to see what new technological paths they uncover.
Not just technology either, but societal innovations and entertainments could be revolutionary to a stagnant civilization.
Fun to ponder even though I believe we are the only intelligent life in the universe.

When I was a young boy our pastor James P Morgan, had a sermon on this. This was 1968. He speculated that yes, the universe was populated but not by "aliens" but by Humans that God had created and those Humans never fell from grace. Imagine the progress made without sin or vice. They may be visiting us and they may be in the plan for the future of Humans on Earth. God may prohibit any contact. Those that do could be in trouble. Satan my tempt them to visit us, whole different kind of salvation and temptation for these folks.
In another sermon he preached about how there was freewill and free thought in Heaven, Lucifer thought about what he was going to do and God didn't punish him for those thoughts only the actions. The angels that followed him had free will and thought and were punished by God for their actions.
