Eight percenter here. Its a way for well-credentialed people to hint (claims with out any demonstrable hard evidence) to the public that something other than the status quo is going on without saying exactly what, while maintaining the cover of unbelievably for all those who are terrified of change or anything different.
This method also serves to obscure claims by highly reputable people of the widespread use of Zero Point Propulsion vehicles (aka UFOs, alien reconstruction vehicles - ARVs), the physics involved, and extremely detailed schematics. The more unbelievable it sounds, the easier it is to conceal. Why investigate something that is ‘obviously unbelievable’? Dismiss and move on after smearing the messenger. Secret kept.
