Of course if a Republican wins the popular vote but the Democratic candidate would win with that state's electoral votes and that state voted for the Democrat, expect the Democrats to ignore the agreement.

This would give the big cities additional incentive to stuff ballot boxes. Right now it doesn't make much sense to run up the totals in New York City, Chicago, and Los Angeles when NY, IL, and CA are always going to be in the Democrat column anyway, but with this system we would get 100% voter turnout in Democrat-controlled cities.
