I have heard lawyers say jokingly “If you are going to hit somebody with your car be sure to kill them.” Paying off the family of low income dead person is a lot cheaper than paying for injuries and long term care.
That is actually happening in china- there has been incidents of someone hitting someone with a car, and then driving back over them to be sure they’re dead.
People do not play in traffic much in China.
