I found a video from a group that is bragging it has identified "Obama's Army" but it's about 40 minutes long so I am trying the article. Both the article and the video document this army but they wander around as they get there. In the video the male speaker immediately wanders and then he bristles when a woman tries to get him back on track. Half of the SES positions are reserved for career employees. The limit on political appointees among all SES positions is 10 percent. That means that 90 percent of all positions are filled by career employees.
There was a lot of talk about this 6 or 7 years ago.
These people were like Union Reps at the car factories. They just went around watching for union violations.
In the Old Soviet Union they were called Political Officers.
Those numbers jibe too with the stories floating around. None of these people do real productive work, they coordinate policy, messaging, and such.
This is why term limits are worthless.

Totally bogus story. I was a member of the Senior Executive Service. To claim that they are Obama holdovers is like saying that all the military’s flag officers are holdovers.

Interesting. Here in Canuckistan, only the Ministers of Departments and Ministers of State, both being elected (or appointed from the Senate), and Deputy Ministers (appointed), change with a change in government. In addition, the heads/Chairmen/Presidents/etc. (and their appointed Deputies) of many Crown Corporations are often replaced when governments change.
All lower positions in government, up to and including Assistant Deputy Ministers, are members of the Civil Service, and continue in their positions even as governments change. When governments change, I would guess that no more than 200 positions are effected. In Westminster style governments, this is the norm. A humourous, though not necessarily inaccurate depiction of the operation of this system may be found in the ‘Yes, Minister’ and ‘Yes, Prime Minister’ series, produced for BBC Two.

Senior Executive Service (SES) is just the higher ranks of Government employees, roughly equivalent to Flag Officers (Generals and Admirals) in the military.
The lower ranks are GS-1 to GS-15, above that are the SES ranks. Any job where you manage enough people or money could be established as an SES position. They are actually easier to fire in several ways, than GS employees (but no Government employees are really easy to fire at all).
