The question that asks if cases hold 28 shoes each and you have to pack 112 shoes, how many cases do you need does not offer the correct answer in the choices. The correct answer is 4 cases, because 4x28=112. So is the test a phony or is the correct answer none of the above (which is not given as a choice).

No, it says 112 PAIRS of shoes, not 112 shoes. The answer is 8 cases.

Each case holds 14 pairs of shoes. If you have to pack 112 pairs of shoes, then you divide 112 by 14 and you get 8 cases.
