First - there is no “BUTTON”

They have a computer screen.

When they want to run a test alert (non broadcast) a drop down menu appears. They select Test media alert.

The mistake is they have two choices on the drop down menu

1 TEST MEDIA ALERT
2 MEDIA ALERT (This is the one that sends out the message)

It was reported the person made the wrong choice.

You seem sure about this. Did you design the system or work with it?

At any rate, it doesn't make sense because there are many reasons to put out a media alert. It's not necessarily a missile strike that would cause people to take shelter. Could be a tsunami. An earthquake. A volcano. Terrorist activity. An air strike (which actually happened there once before).

The most logical explanation for me is that some rogue bureaucrat purposely rigged the alert to go out so that President Trump could either be goaded into counter-attacking (leading to his impeachment) or at the least, be made to look bad in some way or another.

The fact that all the usual suspects piled on with their tweets to push a narrative that Trump is somehow making the world unsafe makes me believe that this is likely what happened.

No. If you read my entire post I ended up saying IF WHAT HAS BEEN REPORTED IS TRUE I further indicated that the government is not above covering their ass and lying.

I just noted what was reported on a Hawaiian Television station (found it on YouTube) Interesting enough they had visited the Emergency Bunker the day before and were shown the computers and what they would do if there was a real attack notification. Since I am not the one that visited the emergency bunker I can not vouch for the accuracy of the report.
