For years and years the government was going to shut down social security according to the democrats NOW they are going to shut down the government. The military??? as far as the democrats are concerned, everything is non essential except the democrats and their federal relief programs. They threat and threat to get their own way. The scream, threat, shout, insult like spoiled brats, especially those who’ve been in office for years. (we do have a republican promising to run for the Utah senate, who is very much like a democrat, except he’s more arrogant).
Shutdown can be avoided by transferring Federal debt to States in return for for federal land. Win-Win Winning.

It’s called the U.S. Senate - the most perverse governmental institution known to man (and not necessarily because of this) - it takes 60 votes in the Senate to decide to go take a p*ss.
It’s really a simple thing. The Democrats are not dynamic, they are not going to see a changed situation in anything. They are dogmatic and creatures of habit. Nothing changes with them, so when conditions change, they can easily be caught off-guard and scrambling - it’s their greatest weakness, but it can also be a strength as long as you know your enemy as well as they know and understand the GOPe.
But they are constantly caught off-guard by Trump and his ability to communicate on his own, without filters. It’s what drives them and their owned MSM media crazy and they can’t [yet] adjust to it. They are old and slow.
But I said all that to say this: The Democrats will always keep doing what has worked before - and they will only change their tactics when it is absolutely proven to them that they fail. A government shutdown, with the MSM’s help, has always in the past been blamed on Republicans not on Democrats. Therefor, they will keep at it until a government shutdown is blamed on Democrats. Then they will react to the pain they are feeling and change their tactics. From that point on, once it is blamed on Democrats, it will never happen again.
The wild card this time for Democrats is that it is Trump they face, not the GOPe. They know how the GOPe will react. They don’t know what Trump will do. So this might be the time that the shutdown gets blamed on Democrats - for supporting illegal aliens over citizens and the military. And if/when that happens, the shutdowns end...probably for decades.
Obama destroyed the USA Military, Clinton aided him, Schumer aided him, Pelosi aided him, the entire Democrat Party aided him. So....Americans when the nuclear attack on our great Republic comes, and it certainly will, as we weaken internally, with the death producing assistance of the Democrat Party, please, do not let me hear the words from the mouths of the American people...”What Happened?”
The handwriting of the traitor Democrat Party is clearly written on the wall for all Americans to see. Case closed.

The “Government” runs for 9 hours per weekday, and is closed Saturday and Sunday.

They passed a tax cut and got a SCOTUS judge confirmed without 60 votes
They’d have to go nuclear on everything.
Do you see Jeff Flake, Susan Collins, Mitch McConnell, John McCain (if he’s even coherent), Lindsey Graham or at least a dozen other Republican Senators doing that?
Replace the entire Senate (which will take damned near 50 years), and then see if that works.

IIRC, for certain things, but not all. The tax cut was passed under some arcane budget reconciliation trick rules--similar to those used to force through Obamacare. That's why it had to be done by the end of the year.
I'm pretty sure judge-ships are majority vote now EXCEPT for SCOTUS. But Gorsuch was a pretty stellar pick, and it was hard to get traction for a filibuster against him.
Shut down the military? Will ships at sea stop where they are? Will troops in Afghanistan put down their weapons and wonder off into the distance?
