Well, the earth rotates 360^o and that is a "day". We could have divide that into any number of equal parts and called them "hours" but somehow it became 360/15(degrees) = 24 hours/day.

It might have been 360/10^o = 36 hours/day. Or 360/36^o = 10... All sorts of possible definitions but, some how those were adopted. It is all based on astronomical observations.

Only Einstein's notion of Relativity since velocity effects time.
