It’s a spoof.
I got the same letter from Twitter. What I noticed was they did not want to inform me who I could’ve followed or read tweeted that was a dangerous person.
Pretty sure its not Twitter sending it out

A friend of mine, a scifi author, refused to get on twitter and said he saw no benefit in it.
I warned him that as a minor celebrity someone would sooner or later create a fake account using his name.
He signed up a few hours later...lol
And has been an avid twitter user ever since :-)
He also authors computer books, his 8086 asm book was the text I used to learn asm on the PC.
