A lot of those guys that came into the FBI and ATF in the early 90s were guys that were too young for Vietnam, but missed out on Desert Storm. They loved to play solider against harmless people that don’t shoot back. Well, in the case of Waco, they weren’t going down without a fight. Good for them.

Don’t forget that Larry Potts, the HRT Director at the time, suspended all rules of engagement, which led to Horiuchi taking a shot that NO sniper would ever take. I had two FBI agents, as well as an INS agent, a Deputy US Marshal and a DEA agent working for me at the time. When I told them that, even in a combat zone, had an Army sniper caused the death of a noncombatant by taking an ill-advised shot, he would be court-martialed. The FBI agents went ballistic until the DEA agent - also a firearms instructor - said, “He’s absolutely right.”
