Is this a serious study? They want to try to hide our planet from ET’s by not responding to electronic signals?
We have saturated our little corner of the universe with electronic emissions covering the whole known spectrum. Emissions which extend out as far as we can monitor. Millions of miles as evidenced by communications with our space probes.
Our planet must stand out, like a neon sign on a dark night, to any ET interested in electronic emissions. And if they can understand the majority of message so transmitted, they will certainly stay the hell away from this nut house!
Any ET that has the advanced intelligence that we attribute to them would most certainly have developed more advanced method of communication.

Not really. Enormous energy is required to get a signal across interstellar distances. The type signals SETI receives requires the energy generated by bursts from stars
