I encourage you to read this morning's Second City Cop and their comments about Commander Bauer, the job he did and why it's so hard to control crime in Cook County (Chicago.)
It may give you a new appreciation for just how hard their job has been made by the liberal courts, liberal prosecutors, liberal judges and liberal politicians.
Your words about not being able to stop the murder rate did not fall on my (going deaf, seriously..) ears. I think you just don't have the knowledge to form a more informed opinion as to why the Chicago Police are unable to do so.

As a former school board member I can attest that the commie manifesto dictate to control the schools is complete and the Bill Ayers teachers teaching teachers is well ensconced.
The boards are made up of your most liberal and socialist neighbors that you tolerate but wouldn't want to harm, united as a body to destroy the American thought processes of our kids that produces the animals that reproduce animals that get put back into the system ... etc.
When the graduates of schools believe they are incapable of educating their own kids, they put those kids right back where the parents came from, duplicating and networking the cancer.
Chicago is a successful implementation of commie infiltration and implementation.
