I suspect that Q means the Snowden’s tweet was received.
jer, you should know that txhurl, SkyPilot, and zzeeman have persuaded me that my initial reading was in error.
Apparently the true context is that Snowden was given 24 hours (and just as huge as receivership) has responded. (Unless my understanding of this one is also scrambled!)
