Blame ?. . . Depends of what dimensional world one lives in.

2 dimensional world ? Then yes, blame the President. Should have veto the pile of crap.
3 dimensional world? Blame President, congress and the voting class
4 dimensional world? . . . The President did not necessarily win, but he walked away with his objective. In that world . . . the President actually won.

Congress got what they wanted for the next 6 to 9 months. President got what he needed for the next 7 years.
