Non-Citizens should NOT be counted for purposes of allocating Representatives and Electors.
If non-Citizens vote, they should be harshly punished.
If non-Citizens are allowed to vote, the governing body should be harshly punished - for instance, having the election nullified, and their Senators and Representatives not seated, and their Electors not certified.

That is all you need to know. The Dems in California just might loose a Representative in 2020.

Of course we really don’t know what the non-citizens will do:

1. Just not return the ballot.
2. Check the “citizen” checkbox (lie)
3 Leave the “citizen” checkbox unchecked (tell the truth)

I fully expect to see subtle pressure from the Dems to select 2.
