When you’ve packed your on-the-dole and elderly population into communal council flats, and then bought into “eco” schemes that make them choose between hot water and heat, an unexpected (hey, where’s the climate yer bloody computer promised??) cold winter and spring will thin the herd. Frankly, they won’t admit it but that’s the actual plan at work.
