Only in the L.A.-Long Beach-Anaheim metro corrider. Not north or east of there. And not in the stretch between Santa Ana and San Diego, nor on the west above Santa Monica.
Given that development built out and not up to begin with, little is “open” for public acquisition of new rights of way. Dedicated and even separated “rapid” bus lanes, instead of and replacing “HOV” lanes, will be the likely main “mass transit” alternative. Some right-of-way purchases might be proven worth it, where possible, making separate on and off ramps for such buses as well.
