Others have correctly pointed out that it’s likely Caller ID spoofing. It happens all the time. You would think in the myriad of regulations we already have to deal with that this would be illegal — it should.

I got a call one time from my own home phone number. A few minutes later about 10 people called me saying I called them. I have a call blocker attached to my phone and keep blocking the spoofed numbers. Although I had to block a lot at first, it has eased up a lot using this blocker. Most of the spoofed numbers give a city and state and have a long “V” number at the top of the phone number, which I understand is a telemarketer dialer number. Since it is electronic and computer generated, they can put any number into it. Scroll down to “Pat Kelley” on this page and the person describes what happens:
