I love the comments. Apparently this is in Brazil and she is a cop. Some commenters are saying the poor guy was probably just hard up and wouldn’t have shot anyone. Hard to understand the liberal mind.
I was trained double tap. Or if assaulting a trench, grenade it then full auto til empty. Reload. Lots of ways to do things. I like to conserve ammo when able.

It appeared to me that she shot him three times initially, and that when the car moved away she did shoot one more time.

Not really much of a big risk. And it’s way lower of a risk than letting it remain in the bad guy’s reach, or picking it up yourself.
Then she was probably shooting a Taurus. I doubt she fired more than one shot since there was no tap-rack drill.
No, there was only one shot. When the cover car moved, the cop appeared to tell the suspect to roll over on his stomach because as he was rolling towards the gun at the time. The suspect seemed to comply. If he would have been shot a second time, you would have seen the suspect react.

That’s exactly correct, because if one bent over to pick up the suspects gun instead of kicking it away, their attention would be diverted away from the suspect.

Random criminals shooting people in Brazil is a stable on liveleak. The only vids that get higher ratings is when the perps get offed by the victim or cops.
