My Rough Outline for a New Israeli-Palestinian Peace Agreement

SEC. ???? The State of Israel and its Territory

(a) The State of Arab Palestine and its people accept that the State of Israel has the right to exist and that the territory of the State of Israel includes all the territory of Israel recognized as such by the United States prior to the Six-Day War of 1967.

SEC. ???? Permanent Right Israeli West Bank Settlements

[These settlements are probably the ones settlers would be most unwilling to give up for newer and better housing.]

(a) The State of Israel shall have permanent sovereign rights over the following Jerusalem area settlements

(b) The State of Israel shall have permanent sovereign rights over the following Bethlehem area settlements

[It is my understanding that nearby Bethlehem has become a Jerusalem suburb.]

(c) The State of Israel shall have permanent sovereign rights over the following Hebron area settlements

[It is my understanding that Hebron has long been a place modern Jews liked to inhabit.]

SEC. ???? Provisional Right Israeli West Bank Settlements

[The settlements that cause the most upset for Palestinians are intended to be the first to be relocated.]

[The settlements that cause the least upset for Palestinians are intended to be the last to be relocated.]

[It is my understanding that the ancient Philistines lived in western Israel/Gaza and that ancient Jews often lived in what is now the West Bank.]

[The areas of inhabitation have gotten switched over the ages.]

(a) The State of Israel shall have sovereign rights over the following settlements [adjacent to the accepted territory of the State of Israel] until the end of December 31st, 2099, GMT,

(b) The State of Israel shall have sovereign rights over the following settlements until the end of December 31st, 2049, GMT,

(c) The State of Israel shall have sovereign rights over the following settlements until the end of December 31st, 2039, GMT,

(d) The State of Israel shall have sovereign rights over the following settlements until the end of December 31st, 2029, GMT,

(e) The State of Israel shall have sovereign rights over the following settlements until the end of December 31st, 2024, GMT,

(f) The State of Israel and the State of Arab Palestine may mutually extend the timing of the sovereign rights of the State of Israel over any number of settlements listed in this Section by written agreement for valuable consideration.

SEC. ???? Arab Palestine Settlement Property Tax Payable

[Shekels for Peace]

(a) At the start of each Gregorian calendar year that is at least 12 months after ratification of this Peace Agreement, Arab Palestine Settlement Property Tax shall be due and payable in Israeli money under Israeli law as follows:

(1) at least to the value of two ounces of gold per housing unit

(2) at least to the value of three ounces of gold per acre of land

(3) at least to the value of one ounce of silver per square meter of commercial roofed space, doubled for retail use space

(b) Each settlement listed in the Arab Palestine Settlement Property Tax Database Annex [to be created by others] shall be presumed to have at least the number of housing units/acres of land/square feet of (retail) commercial space listed in the Annex.

SEC. ???? Arab Palestine Settlement Property Tax Trust

(a) All Arab Palestine Settlement Property Tax payments shall be paid into the Arab Palestine Settlement Property Tax Trust within 90 days of receipt by the State of Israel, and

(b) At least one half of the minimum required receipts of the Arab Palestine Settlement Property Tax Trust shall be under the control of the Multi-National Peace Agreement Commission, and

(c) The rest of the receipts of the Arab Palestine Settlement Property Tax Trust shall be subject to the law of the State of Israel, which may be disbursed to

(1) fund resettlement/housing/transit service provisions of this Peace Agreement, and to

(2) pay other expenses related to this Peace Agreement.

(a) Upon mutual ratification by referendum of this Peace Agreement, the State of Arab Palestine shall thereby exist and shall promptly be officially recognized by the State of Israel.

(a) The Territorial Waters of the State of Arab Palestine shall extend out into the Mediterranean (in kilometers) from Gaza as far as those of the State of Israel and be delimited by the southwestern and northern borders of Gaza.

(?) The State of Arab Palestine may have law enforcement personnel, who shall endeavor to properly protect all people in the State of Arab Palestine.

SEC. ???? Arms and Armed Force Limitations with Respect to the State of Arab Palestine and its People

(a) The State of Arab Palestine may not have military forces.

(b) The State of Arab Palestine (and its people) may not have weapons US civilians could not generally lawfully possess as of January 19, 2009.

(c) The State of Arab Palestine shall not allow military forces of other nations to occupy its territory, except under the lawful authority of the State of Israel or the United Nations with the concurrence of the United States and all Security Council members.

(a) The Holy City of Jerusalem shall belong to the one true God and mankind.

(b) The State of Arab Palestine shall administer and provide public services for the Arab Quarter. The State of Arab Palestine may have a capital/capitol of/in the Arab Quarter.

(c) The State of Israel shall administer and provide public services for all areas of Jerusalem except for the Arab Quarter. The State of Israel a capital/capitol of/in Jerusalem outside that Arab Quarter.

SEC. ???? Multi-National Peace Agreement Commission

(a) The Multi-National Peace Agreement Commission shall, insomuch as legally & politically possible and practical, be composed of the following members

(1) one citizen of Israel, chosen under the law of the State of Israel, and

(2) one citizen of the State of Arab Palestine, chosen under the law of the State of Arab Palestine, and

(3) one person appointed by the President of the United States, and

(4) two persons appointed under the law of the European Union, and

(5) two persons selected under the law of the State of Arab Palestine who are citizens of Arab states that have recognized the right of the State of Israel to exist by treaty.

(b) reserved.

(c) at least four members of the Multi-National Peace Agreement Commission must be present for a quorum, and

(d) no Commission vote may be held within 24 hours of a meeting of the Multi-National Peace Agreement Commission, unless the members from the States of Israel and Arab Palestine are present.

(e) The powers of the Multi-National Peace Agreement Commission by majority vote shall include the rights to

(1) clarify the language of this Peace Agreement, and to

(2) pay claims with respect to property once owned by Arabs within the sovereign right areas of the State of Israel considered worthy of further examination by the State of Arab Palestine that have been found fully or partially worthy of compensation by the State of Israel, and to

(3) pay expenses of the Multi-National Peace Agreement Commission, and

(f) the powers of the Multi-National Peace Agreement Commission, wherein a Commission vote has no more than two nays, shall include

(1) the right to resolve any legal/factual dispute within the scope of this Peace Agreement, and

(g) the powers of the Multi-National Peace Agreement Commission, wherein a Commission vote has no more than one nay, shall include

(1) the right to distribute funds of the Multi-National Peace Agreement Commission, to

(A) the State of Arab Palestine, only if all other Arab nations, it and the people under its auspices are actually at peace with the State of Israel,

(B) the peaceful political subdivision(s) of it, only if the member for the United States agrees, however

SEC. ???? Foreign Multi-National Peace Agreement Funding

[As provided by foreign law, contingent upon mutual ratification of this Peace Agreement]

SEC. ???? Ratification Referendums

(a) Within 120 days of the signing of this Peace Agreement, Ratification Referendums shall be held in the State of Israel and the area intended to be the State of Arab Palestine.

[This is submitted for your consideration because many of you know more about certain issues than I do and because I wish to have your support.]

[The goal should be to carve out a fair and practical detailed written plan both sides could accept, not to stab my efforts to death.]

All societies have people who are bonkers. We have Maxine Waters and people who think the Russians caused Hillary to lose.

I’ve met many Muslims in my life and except for one obviously mentally in Paris, they’ve been quite sane.

There are some Palestinians who truly want conflict with Israel, but sane Palestinians who make the vast majority would very much just like to live a normal life.

Feel good happy talk that misses the key point: Muslim societies are animated by Islam and tend toward savage attacks on non-Muslims. Thus even the “good people” among the Palestinians support and engage in terrorism. They must be isolated and defeated, with methods both clever and cruel, within customary rules of war. But by any means necessary, they must be defeated.

Israel has sovereignty over the entire area, and isn’t giving it up - nor should it.

Peace between the Paleoswinians and Israelis will never occur, no matter how much Israel gives up, so long as the Paleoswinians utterly refuse to recognize Israel’s right to exist. The Paleoswinians STILL favor a one-state solution - THEIR state. That is just a non-starter, but they keep teaching this to their children, perpetuating the seemingly eternal state of war. Frankly, giving up land, or even appearing willing to give up land, is a major sign of weakness in the eyes of the Paleoswinians. Israel has, hopefully, learned this lesson and will refuse to give up any additional land.
