Natural Born Citizen meant at the time, and understood to mean in textbooks and in handouts from the State Department until a short while ago:
Born on US soil, to parents who are themselves citizens.
For some odd reason, some people pretend that the historical understanding and definition of NBC doesn’t exist or count.
